This is the problem the problem with consistently and definitively killing off characters. This is one of the things about classic who that hasn’t carried over; villains weren’t completely destroyed at the end of episodes, which would leave writers having to come up with extra-ordinary excuses to bring them back again. Daleks didn’t have to travel back into the time war to precipitate a dalek attack on Earth; there were always enough daleks left in their massive army.
